If you ask me not to let them of their lead then I would not do so under any circumstance.
If you feel your dog would enjoy their walk better off the lead then this can be arranged. I would need to spend a few weeks practicing re-call on a 10 metre training lead until I am confident they would come back to me. Because although your dog may respond perfectly to you, they may be different with other walkers.
Once your dog comes back to me on command then the next step would be for you to sign a form. My insurance company states that dogs are not to be allowed off the lead until I have written consent from the owner.
If you don't want your dog being let off the lead or they don't respond well to re-call training then please be assured they will still get plenty of exercise. This can be achieved by plenty of running when it is not too hot, playing with them on a 10 metre lead and also garden play if this is possible.
